Pat you are right. I am currently studying enviro. law at U of Oregon
and my understanding is that NPS has complete authority over
Nat'l Parks. They may be the ones encouraging the new policy.
Or the policy will only effect Nat'l Forest lands if the Forest
Services enacts the rule. Which is it? NPS on Park lands or
USFS on Forest lands.
