DECLARATION OF APPELLANT WILLIAM THOMAS RE NOTICE OF APPEAL
I, William Thomas, appellant, pro se in the above entitled action, hereby declare
under penalty of perjury that the following is true and accurate.
1. On October 20, 1996 I posted, by certified U..S. mail, return receipt
requested, a Notice of Appeal in the instant case at the Main Post Office in
Washington, DC.
2. At that time I received a certified mail receipt for the posted Notice of
Appeal, date stamped October 20, 1996. A true and accurate photocopy of that
receipt is attached hereto.
3. Subsequently, I received a return receipt indicating that the Notice of Appeal
was received by the U.S. District Court in Jacksonville, Florida on October 25, 1996.
A true and accurate photocopy of that receipt is also attached hereto.
