2005 West Virginia Rainbow Gathering Permit Paperwork

This year a permit was signed under duress by Patrick Thompson when the National Incident Management Team succeeded in harassing everyone on the original site, and got folks to move to a site choosen by them.

Interestingly enough, the site they chose was as WWII prison camp for conscientious objectors that was closed in 1959.

USFS Response to Brian and Patrick: This is the reponse to Brian and Patrick's letter attempting to charge the Forest Service $20 per day to cover the cost of cleaning up environmental damage caused by the law enforcement officers on horseback. This requested amendment was denied.

Non-Compliance, July 2, 2005: This is the letter of non-compliance sent on July 2, 2005, that threatens to impound my radio repeater used for public safety and health purposes. This is a legally licensed repeater frequency (recently renewed for another 5 years) using a standard, off the shelf Motorola GR1225 at 4 watts output. The tower is 40 feet at it's highest. Response to Non-compliance letter, July 6, 2005: This is Brian and Patrick's main response to all the letters of non-compliance. In this they attempt to point out the issues are not always as the Forest Service tries to make them out to be. amendment-20050701.html: This is the letter adding my repeater and tower to the Group Use permit, against my wishes. This permission was not required, as it was an FCC jurisdiction issue. This shows the Forest Service National Incident Management Team is trying to gain control over regulations they have no right to. You can see the original scan of this document here.
